Tax Reform and Planned Exemptions for Basic and Essential Foods

The first stage in the regulation of the much-discussed tax reform brought with it a significant novelty: the creation of the New National Basic Food Basket. This measure aims to directly benefit low-income families, prioritizing fresh or minimally processed foods.
The supplementary bill sent by the government to Congress (PLP 68/2024) proposes tax exemptions for 15 essential products, such as rice, milk, beans and coffee. In addition, another 13 items will have their tax burden reduced by 60%. This initiative represents a significant step towards ensuring that basic foodstuffs are accessible to the most vulnerable sections of the population.
It is important to note that, currently, 745 different foods are already exempt from federal taxes. However, the prioritization of the New National Basic Food Basket aims to improve this system by focusing on products that are fundamental to a healthy and balanced diet.
The objective behind this measure goes beyond a simple tax exemption. The government wants to distribute the tax burden more equitably and encourage healthy eating habits. At the same time, it aims to reduce social disparities and promote the well-being of Brazilian families.
The complementary bill is already being processed in the Chamber of Deputies and is awaiting a decision from President Arthur Lira to begin its analysis. It is hoped that, with the support of the legislature, this important measure will be approved later this year, bringing concrete benefits to millions of Brazilians.
